Why do we have faster downlinks to some spacecraft in deep space than we do in some cities in America?

@Elizafox Horizontal surface-to-surface communication is slower because humans *use* the information in WiFi signals, phone lines, etc. With every mile the signal must travel, it gets used up more and more by all the humans. If you're like 100 miles away, there's almost no internet left.
